The right investment needs to have a compelling narrative, supporting program, plan and strategic objectives, backed by convincing evidence. There is a clear and critical problem and that can only be appropriately addressed by the proposed action.
The right answer needs to be technically sound and appropriately scoped, generating strong return on investment. That is not enough; if you want to get things done, it needs to be fundable and deliverable, politically supportable and built on social licence.
